For this one, I actually emailed the requester when this happened on hit 2 of this series.

They do, in fact, want you to submit. It's not being screened out. I asked them flat out if I had been screened out and they said to submit.

So yeah, it might not be accurate for everyone, but they know a percentage will finish really really fast.
