    I'm not 100% sure, but it was the issue with our favorite AB requester. It means that if you have an issue with something in that survey, then the IRB has no oversight on it. They won't do anything about it.

    Basically from what I understand is that if you have something go wrong with the survey the IRB is supposed to hold the requester accountable for their actions. With an IRB exemption that means there is no one holding the requester accountable if they screw you over.
