I came across the drifloon randomly. Are you using the mass outbreak reset method for them? If you don't know about that way look it up. It narrows the odds down to a 1 in 158 chance instead of 1 in 4096. I'm still early in the game and have only had one outbreak but plan on using it for at least a few pokemon if I get outbreaks for them.
