    thanks @Kadauchi - I connected with electrolyte and got confirmation. Some accounts can't physically be changed, it's a glitch in their code. Requesters are pissed that we can't change out state quals, and requested it get fixed 2 years ago...seems like they'll never bother. At least now I can stop wasting my time emailing amazon.
