FWIW a drop in pay would unlock the HIT to be reviewed again.

But the core issue is that in the DB I have to have a way to track a unique review.. When TV was built www was still alive, and on www the group_id (now hit_set_id) of a HIT wasn't always available.

As a workaround, I made the "unique checker" (not proper terminology) to be the Requester's ID, HIT Title, & Reward amount combined. Not great, but better than letting someone review the exact same HIT 5000 times lol. Thats worth the trade off of the much rarer times when two truly different HITs happen to share all 3 of the above qualities.

Anywho.. I recently swapped the DB to begin tracking group_id, its ~25% there & when it hits >50% GID availability I'm going to swap the constraint over to that, which if the HIT is different in any way (ie the Req changed it, which will generate a new GID) you should be able to review it.
