Review one of their hits through TVJS and submit it. Re-click on it and the click edit review and it'll take you to the actual review and there is a place there that says flags and just check the box and save.
Also, don't feel obligated to disclose but feel free to mention it in the daily so others can be aware that the specific requester blocks so we can stay clear of them if need be.
