From a developer perspective, it makes sense to include, anyway.
One of the benefits of Masters is having no CAPTCHAs, and you wouldn't want to hand out the gift of "no CAPTCHAs" to someone who does a poor job of proving that they're a human. If I developed the algorithm, I'd give a huge penalty score against the Masters qual to anyone who submits work quickly but pauses for huge amounts of time when a CAPtCHA is served. To me, that would indicate that the work might be fully-automated, and that the person is leaving the computer and coming back from time to time..
