No, its different from airplane mode. Its just a key combo version of the manual wifi switch.

If you can turn on mobile hotspot on your phone to test your laptop, that's an important troubleshoot step. If you can connect to your phone on your laptop, then you know it's something related to the router. if your laptop can't connect to your phone, then you know something is up with the laptop, that's what I'd try first.
