My new theory is a combo of approval count (20k+?) and %, then you just get tossed into the pool with the rest until it they need more and then they pick from the pool.

Everything up to and including the near 1k handout after the "break" in May '17 I toss out as old data. It seems they may have changed the way you get into the pool (before it was less strict thus the low approval # or %). The following is a quote from MTurk and the reason why I think it may have changed.

Of course this is all just speculation, just what I'm leaning towards now.
