    The Yale/Ghent survey includes the qualification HIT approval rate (%) GreaterThan 99.
    Is this the situation mentioned some time ago where either no one, or maybe only 100%ers,
    can get the HIT?

    only 100%ers. Greater than 99% literally, which only 100 is higher than 99. Mturk deals in whole numbers only. What the requester was probably aiming for is Greater than or equal to 99
