    It's possible...but the majority of people using TV/submitting reviews daily/constantly are most likely full-time/near full-time turkers so most of us want to plow through stuff as fast as possible. The problem with constantly "slow"(and I mean just from a TV sense, not as some derogatory term) workers is it's impossible to know WHY the hit completion time was slow. People get distracted or just don't take completion speed as seriously as others or they don't pause the timer on TV. So is that 10 minute hit really 10 minutes? Or did the person forget to pause the timer? The system isn't perfect by any means but on the bright side, CT is constantly working on it and making it better.

    For now, you can just look at the completion times on hits for the different ratings of workers (careful to proficient) and make a judgment call if it's worth it for you personally.
