And I admit I approach that advice from being a white, middle class daughter of a (now retired) cop.

However, I do know for a fact here that the cops do go out and have a little chat and keep things off the record, no matter the race or economic level. Of course, this depends on the severity of the crime. They're not exactly going to let, say, child traffickers off the hook no matter the age.
