I'm pretty sure the answer is "no", but I figured I'd ask anyway...

In the case of requesters who are obviously just trying to get free work and rejecting folks outright, is there any recourse other than reviews on places like here and TO? At what point, if any, does someone step in and say that someone is abusing the platform?

I'm pretty sure Amazon leaves it up to the requesters to be honest and fair and doesn't deal with disputes. You can report HITs, but there's no option to report requesters for rejecting work. However, if it's a graduate student or professor, you can always inform their university they obtained data for their research by improper means. Same can be done by contacting companies about employees that do this.
