Yes. Commissioners can Add a Player, Drop a Player and Edit Team line-ups (also trade) on behalf of anyone in their league. Also they can do it so it shows up as either done by the Team Owner or the League Manager/Commissioner.

I don't usually let most of the players know that when we start the season, but enough people have been in our league for a number of years that they will call or email if they are having a problem and ESPN crashes.

My husband jokes when my phone starts going nuts around 12:45 on Sunday that we know ESPN has crashed or someone has been logged out, etc.
