For the 3rd time I've had to return a keyboard-driven task where ANY key advances the page — not only any letter or number or the space-bar, but literally any key, be it an arrow key, or Shift or Control, or even if I press an audio volume control button on my keyboard — the page advances, and the instructions disappear before I finish reading them. ... I'll have to be more careful.

It isn't. If you just follow WHO guidelines, you can stop the spread. This is a case of the government doing it's best to look out for it's citizens, it's only Orwellian if you're a libertarian.
