A 240v line is two 120v lines, each with its' own breaker (usually using a double-pole, but I've seen them individually switched depending on the application). Same with 440v and 880v, they're just multiples of 110v. So yeah, you've got a short somewhere between the outlet and the breaker if the outlet is still live with 120v.
