I called animal control just now. Got an answering machine and left a message. Small town, so I guess I have to wait for them to call back or something.

 

Same, my dog is laying on the porch right now watching the world. It's 50 degrees here today and I still have a blanket draped over him. I probably would have already gone and got the neighbor's dog and tried to bring it home with me. Just can't take that stuff.

 

Probably so. I would definitely call back if you don't hear from them in a timely manner though, or straight up call the cops to let them know you're going to go take someone's dog due to it being in immediate danger and I'm sure the cops and animal control will beat you there.

 

Maybe just call the cops and see where they transfer you.
