Tabs are only created when a HIT is caught in the app, so it wont "sync" with queue. All the logic for opening them is in the catching process since most of them have workspace specific settings up stream in the process that is inherited down (ie you can set it to always open PickFu, but never VRAPI, or what have you).

If it is being caught in the app but not opening check the 'action' tab of the panda, is it default/always and/or never for the ones not opening?
