    Wooooo! finally able to do this one! shut everything down, deleted cookies, waited, incognito and one of those things worked eventually or maybe all of it had to happen. I was doing it all at once so I don't know what worked. Edited to say I noticed requester had sent me new qualification earlier, its probably why it worked.
