I don't think it's that specific. Just if there are 2 whole boxes around 1 individual then its invalid

 

I think that requester wants stuff like this to be valid - but neither of the bounding boxes has "exactly one person." - which the instructions require for it to be valid. Each of the bounding boxes has exactly two people....

I sent him a message for some clarification. I hate these.
