FWIW, I've tried this and despite doing it successfully I find Chrome is still throttling. PC in its own window/monitor works best.

I have no clue how he's going about detecting this (mostly because I've moved away from even using it anymore, let alone inspecting the source), but it sounds to me like he might be trying to detect the a common cause of the problem (being in a window) rather than the problem itself (having timers / CPU throttled).

Off the top of my head, I can say that I'd detect timer throttling by running a setInterval at maybe 500ms, whose only purpose is to tell whether or not the time variance since the last interval is within an acceptable limiit (say, 700ms, using performance.now()).

When Chrome 57 came out and introduced the new throttling behavior, they noted with an asterisk that tabs playing audio would be exempt from the behavior. So if it still behaves this way, I'd imagine I'd be looking into looping silent audio indefinitely as a developer to see whether it'd lift the restrictions on the software I have running in my tab. It's kind of a hacky trick, like how touching the Z index in the CSS transform properties of an elemednt could more forcibly hint: "this is a high-priority target for hardware acceleration".

I toured the old Heiny brewery in Amsertdam when it was still operating back in the day. Really nice guys! All the waiters were men and they had ~100 sailors there. When we were at the end and they gave us free beer then went to shuffle us out the door, the Headwaiter spoke up in Dutch-talk to the other Waiters, then they spoke back in Dutchie, and we stayed for like 2 hours drinking free Heiny, and the waiters got lit with us too then we all went to the bar.
