Errrr... Well at least for me, it works properly.

But there's no actual direct way for a window to know whether it is being subjected to a CPU budget,
and slower or otherwise-overloaded computers might fail an arbitrary timer discrepancy test.

He was using the page visibility API as part of the criteria at one point, but that had its own caveats and potential cross-browser compatibility issues (It's not clearly defined what "visible" means across all browsers).

I think he's relying on timestamps from storage events or something like that now.
I haven't really spent a whole lot of time with the source, especially since it has been changing pretty rapidly from version to version recently.
