I'm sure we all have our obscure ways of obtaining quals. Not really a bad-ass move on my part, just an opportunistic one.
I tried it once with a requester. Exchanged a few e-mails, and got the qualification. I had to perform some free work initially, but we're good now.
You could always harass a requester, and hope they notice you. Worked for me with regard to love interests.
Try and dispute it if you have a legitimate reason. Other than that, welcome to the club. :)
