There is a link to renew online, supposedly.
My friend would upload the cards (or documents) that made him eligible for the program and then call them to ask if they needed anything else. That usually got it pushed through.

I would call them ASAP and speak to a real person. The government hasn't refunded this program yet, so they aren't taking new applicants. Don't get bumped or it could be a long wait to get back in.

 

I've been trying and the machine runs in circles and there is no person. If there was one they'd be in India.
