If you look at the Pandas tab, there is a text that says "PRE Rate" and "Active Pandas" - the text will be green/yellow/red depending on the number of active pandas - red means there are too many. Active pandas are only the ones with the green switch enabled / turned on. Even tho the ones are grey, that doesn't mean they won't catch (they dont have to be switched green to catch)

I don't fully understand how it works yet but that's my basic understanding. I think if they are switched green its actively scraping at a much more rapid pace and can cause problems with amazon thinking you're scraping too much

As for not catching, make sure your watchers are setup up right (watch that vid I linked) and also it depends a lot on quals and other factors

 

The basic premise is that if there are no pandas on (green switch) the app will still pick one of the ones that are off (based on a bunch of estimates on the HITs value/etc) and try to panda that because it's haram to not maximize your requests to mturk

This way you don't have to micromanage pandas, and it actively discourages users touching stuff because users are bad NO TOUCHY
