The receiving player could evidently elect to refuse any offer, giving both players 0 bonus, which doesn't make any sense to me; it's clearly better to get something rather than nothing in any transaction.

Not that it mattered, I offered the 50/50 split, even though I'm confident I did 90% of the work, but I got the message "lol, the other player already finished and rejected your offer" before I got to the offer page.
