    I'm not an expert on the rules, but I assume some legitimate offsite survey hosts
    should be allowed if the work starts from a HIT page on mturk.com?

    In the mentioned email, the link first went directly to a Russian server
    (one that I'd never heard of before), without starting at an mturk.com HIT page.

    But as I say again, I'm not an expert on the rules.
