Maybe one way to address that would be with performance-tracking, using the "abandonment rate" (with recency): If a worker has a very high "recent abandonment rate", the service won't allow that worker's client software to request-and-wait for more than a couple of HITs at a time. — If the worker has NOT recently abandoned "too many" HITs, their client script can be allowed to request-and-wait for "more than just a couple" of HITs at a time. — (Vague outline of something that could use whatever concrete numbers in practice.)
