I might be wrong, but I'm pretty sure you need some sort of mobile device - either a phone or tablet to run the app, or a dedicated e-reader (like an actual Kindle or Nook, which are basically just tablets that only function as a reader). You might be able to get a PC app actually, but of course that wouldn't be very mobile.

No! Dont go out and buy any of that stuff. You can download Bluestacks on your PC for free. It's a legit phone emulator that a ton of people use to play mobile games. Essentially is creates a phone setup on your desktop in a little window.

You can do pretty much anything on it that you could do with a phone that has no phone service.
