idk about DC but Oregon just decriminalized it (different than legalizing it) and heroin.

the statue of limitations should have ran out on that in almost every state, so legally your not obligated to pay it, but if you want to do it in good faith have at it lol

 

In case anyone wants to know what the difference between decriminalize and legalize is, decriminalizing something is essentially shifting the philosophy of the court system. When something is decriminalized they can still confiscate it from you if you're caught, but it's taking more of a rehab approach rather than a "lock them away and throw away the key" kind of approach.

A couple of countries have tried this already and I think it's going well for them. I'm interested to see how Oregon does.

 

Marijuana is decimalized in Dallas here in Texas under a certain amount. Not my thing so I'm not sure how it's doing in the community nor do I live there.

 

They decriminalized it in my city before it became legal in the state and it was just a ticket if you got caught with it. Over a certain quantity and they could still get you with "intent to distribute" though.

 

I believe it is the same in Dallas

 

But if he talked to them and negotiated, he now has to pay it.

My understanding is they had SOOO many people in jail for small amounts that they decimalized it so that the jails could keep up.

i think as long as he didn't officially sign any docs or send any payments yet they cant reset the debt, if he did one of the above then it resets

 

negotiating a payment is pretty much agreeing you owe that bill. and they record everything.
dealing with collectors is tricky.

 

I just ignore their calls for 7 years
