If there's a college nearby with a dental program they might take you as a patient. Some places do that, and last time I had my teeth worked on it was actually via that route and it was free. Depending on the nature of the work they might have to refer you out, though, at which point $$$$.

 

This obviously won't apply to everyone, but I have universities nearby and my doctor suggested contacting them if I couldn't afford dental work. Those students gotta learn somehow.
