I live in the suburbs of Milwaukee, but work downtown. When the scooters got approved by city council this past year, there was a huge influx of users. It was especially bad when summerfest was going. It was terrifying trying to get around since people ride these things like there are no laws that can be broken since its not a car.

Viewing the video, my immediate reaction was a profound feeling of being entirely nonplussed, and further consideration has not engendered any subsequent reaction.

The most significant contributing factor in the increased rates of detention, conviction, and incarceration of minority adolescents in the juvenile justice system is a systemic disenfranchisement by the legal system at all levels, compounded both broadly and specifically by income inequality and the consequent unequal access to competent legal representation across racial groups.

As these are insoluble problems at the meta level of society itself, the juvenile justice system cannot hope to overcome the proximal issue of unequal processing of minority adolescents without a total and plainly unachievable shift of societal priorities. However, by exercising the simple expedient of abolishing all laws which have as their subject adolescents under the age of eighteen, the justice system can both simultaneously eradicate the issue of unequal processing by the juvenile justice system, as no adolescents whatsoever could be processed absent applicable law, while also abolishing the juvenile justice system itself, severing the Gordian knot and eliminating the need for further wasteful consideration of the issue.
