Are you setting the Refresh rate through your graphic card settings? Like if you have an Nvidia Graphics card are you checking to see that the refresh rate is set through the Nvidia Graphics Console?

No, I was just doing the following steps I found via a quick Google search:

In the Control Panel window, click Adjust screen resolution under Appearance and Personalization. Click Advanced Settings, and then click the Monitor tab. Click the Screen refresh rate drop-down menu under Monitor settings. Select the refresh rate you want from the available options, and then click Apply.

I can manually set the resolution via my monitor & set it via control panel AND set it via the graphics card console. I would check to see if one setting isn't clashing with another. I'd make sure they are all set to 60Hz. Not saying this applies to you, depends on your graphics card and monitor but if this is possible on your device, I'd check those settings. It could also just be the weird Win 7 under 60Hz thing that happens when you set it to 60Hz but it wouldn't hurt to try the above solution to see if it helps.
Also, don't forget to restart your PC just in case. Sometimes that's necessary to make sure settings are active.
