If you flip C off you can touch anything in there you want except A. Which is very clearly labeled never ever touch. But I would recommend getting a consult from me or @Azazael or @GreenMachine842 if you decide to replace the breaker and haven't done it yourself before. Also when you pick up the breaker you can get a cheap no contact tester to make sure things aren't live for like $6. You definitely want to do that for peace of mind.
